• COUNCIL SECRETARY

The Council Secretary is the Principal Officer of the Council and sits at the helm of Institutional Management. The office of the Council Secretary oversees and manages the local authority’s day-to-day operations and ensures council delivers its mandate. It comprises three sections Internal Audit, Public Relations and Procurement.

  • INTERNAL AUDIT SECTION

The Internal Audit Section undertakes all council auditing in order to facilitate internal controls and ensure that they are adhered to keep track of utilization of Government resources and safe guard Council assets. The Section is headed by the Internal Auditor who is deputised by by the Assistant Internal Auditor.

  • PROCUREMENT SECTION

The Procurement Section is responsible for all purchasing obligations of goods and services of the Council in order to ensure the smooth running of Council operations. The section also handles procurement procedures and tendering of council projects. The Procurement Section is headed by the Procurement Officer and is assisted by Assistant Procurement Officer.

  • PUBLIC RELATIONS SECTION

The Public Relations Section is responsible for the Council’s strategic communication process in an effort to uphold the local authority’s reputation and build mutually beneficial relations between the organisation and the public through timely dissemination of information. The section raises awareness about Council projects and updates among others.

  • INFORMATION TECHNOLOGY SECTION(ICT)

Responsible for software and hardware development and maintenance, including database management and network administration.

  • LEGAL DEPARTMENT

The Department of Legal Services is responsible for providing legal advise to the Council. Its core functions include ensuring that the local authority operates within the confines of established laws that govern the local government system.

The department is headed by District Planning Officer and is a consortium of Seven (7) sections consisting; Socio- Economic Planning, Physical Planning, Environmental Planning Water, and Sanitation, Building Inspectorate, HIV/AIDS and Public Health. The main objective of this department is to coordinate the socio-economic, environmental and town planning of Shangombo District in order to attain development that is in a systematic manner.

 

PHYSICAL PLANNING SECTION

Under this section the Town Planner is responsible for the drafting of layout plans, undertaking the submission of layout plans for numbering, preparation of field survey reports, coordinating the capturing and processing spatial data, undertaking of deeds administration, control of development, coordinating and undertaking effective land use planning and placement and re-establishment of property boundaries.

SOCIO ECONOMIC PLANNING

Social Economic Planner handles the coordination of projects and programmes such as Constituency Development Fund (CDF) Projects under this section, monitoring and evaluation of developmental projects and programmes in the district, preparation of project proposals, conducting research on prevailing social and economic conditions in the district and preparation of district development plans and resettlement plans.

PUBLIC HEALTH SECTION

Senior Public Health Inspector is responsible for this section who is mandated to enforce Public Health and other related Acts in order to ensure compliance, undertakes the inspection of premises and monitoring of pollution levels in order to ensure compliance to relevant environmental laws, carrying out the inspection and sampling of meats and foods, undertake scrutiny of building plans and issuing out occupation certificates, undertaking disease prevention, mitigation and control activities and coordinating the preparation of Environmental Project Briefs (EPBs).

BUILDING INSPECTORATE SECTION

At the helm of this section is the Senior Building Inspector who is responsible for conducting stage inspection of buildings to ensure compliance to building standards, conducting the identification and reporting of illegal developments, preparation of building inspection reports.

HIV/AIDS SECTION

District AIDS Coordinating Advisor is responsible for this section and designs, plans and coordinates response strategies to HIV and AIDS in the district, ensures the mainstreaming of HIV/AIDS related activities into District programmes and coordinating the local response to HIV/AIDS in line with National AIDS Council HIV/AIDS strategic Framework.

WATER SUPPLY AND SANITATION SECTION

This section has the following obligations Co-coordinating of all water supply and sanitation programs in the district and ensuring intersectional cooperation and participation within the District Water, Sanitation and Health Education (D-WASHE) Committees, identifying and engaging artisans and contractors for the construction of new boreholes and the rehabilitation of existing water points, supervising the implementation of the drilling of new boreholes and rehabilitation of existing water points and planning and facilitating repair works and routine maintenance of boreholes and other water infrastructure.

ENVIRONMENTAL PLANNING SECTION

has the following functions coordinates and undertakes effectively the review of the environmental assessment documents in order to recommend appropriate measure, carries out effectively environment education in order to solicit for community participation environmental management and conservation and ensures effective the implementation of the environment mitigation measures in order to ensure compliance with statutory and legally set standards.

The main objective of the Engineering Department is to construct and maintain public and Council infrastructure. The department is headed by Director of Engineering who has a Deputy Director of Engineering.

 

  1. i) The department ensures construction and maintenance of roads and drainages.

ii.) Provision of fire services in order to prevent loss of life and destruction of property.

iii) Maintenance of council buildings.

  1. iv) Monitoring of construction works and projects.
  2. v) Repair and maintenance of the Council’s fleet of vehicles and machinery.
  3. vi) Installation and maintenance of electrical systems along road networks and general Council infrastructure.

vii) Creation and maintenance of parks and gardens.

viii) Quantifying project works.

  1. ix) Provision of architectural services.

Finance Department is headed by Council Treasurer and deputized by Deputy Council Treasurer. This department is responsible for mobilisation of Revenue, Accounting and Management of Financial Resources, Investment and Valuation of property within the Council area.

It comprises of the following sections;

ACCOUNTANCY SECTION

This section is responsible for financial accounting and management so that all accounting transactions are in accordance with financial regulations, producing financial reports for both internal and external users, managing of the payroll and monitoring the expenditure of Council resources.

REVENUE SECTION

Responsible for collection of revenue covering market levies, car park, house rents/rates and bus station levies among others.

BUSINESS DEVELOPMENT SECTION

Responsible for promoting trade and investment in the community.

The main objective of the Administration Department is to manage the human resource and administration functions of the Council by providing logistical support in order to ensure effective and efficient operations of the Council. The Chief Human Resource Officer heads the department.

The core functions of the Administration Department include managing transport of the Council, providing administration and logistical support to departments, records management, handling council meetings and mobilisation for staff training. Other functions include provision of office supplies and equipment for staff, secretarial services, security of employees and property, placement and recruitment of staff.
