

SHANGOMBO TOWN COUNCIL ANNOUNCES BUDGET FOR 2025

SHANGOMBO Town Council was among the 21 local councils that attended the National Budget hearing for local Authorities that took place from 9th to 13th December, 2024 at Legacy Resort Center in Chongwe.
Shangombo Town Council Secretary Ms. Exildah kabutu led a delegation comprising of Council members of staff and members from devolved government departments.
On Wednesday, 11th December, the Council Secretary presented the council’s 2024 budget performance as she highlighted the successes and challenges of the current budget and subsequently presented the proposed 2025 budget which stands at K78.3 million that translates into an increment of 17 percent placing emphasis on key funding areas and anticipated revenue sources for the coming year.
The increase in the budget is as a result of the increased Constituency Development Fund (CDF) allocation from K30.6 million to K36.1 million, the inclusion of devolved functions to local authorities, Zambia Devolution Support Program (ZDSP), grants for roads licensing as well as the Cash for work program.
The council also intends to raise funds through the following means;
- Task force operations
- Engagement of WDCs in revenue payment compliance
- 24/7 checkpoint operation at Mengo checkpoint
- Intensive revenue collection
- Issuance of club/ group certificates
- Sales of commercial plots
- Increased business levies.
Some of the proposed capital expenditure projects for the year 2025, include;
- Construction of modern bus terminus
- Installation of 66 street lights
- 50KM of roads maintenance
- Maintenance and creation of Roads (vehicle licensing) 30KM
The national budget hearings provided an important platform for local authorities to review their financial management practices, identify key areas requiring investment, and ensure that their proposed budgets align with the Government Development Goals as well as needs and aspirations of the communities they serve.The budget hearing meeting also provided a platform to receive submissions on the Local Government Act No: 2 of 2019, which is currently under review.
The meeting was also used to discuss the rolling out of the Constituency Development Fund (CDF) Communication Strategy.
The event concluded with remarks from Ministry of Local Government and Rural Development Permanent Secretary Maambo Hamaundu, who, after opening the first phase, officially closed the meeting on Friday 13th December, 2024.
Following the successful attendance and presentations of the budgets at the National Budget Hearing, Shangombo Town Council Saturday 21st December, 2024 convened a special meeting that adopted the 78.3 million budget for the year 2025.
